The 21st century has witnessed colossal advances in digital technology and the global spread of digital communication networks. These developments, however, facilitated the diffusion of digital disinformation, often on social media, pushing states to design and implement actions to fight disinformation. Disinformation is verifiably false or misleading information created, presented and disseminated for economic gain or to intentionally deceive the public. It aims to exert political influence on target audience and ultimately functions as propaganda that serves the interests of the source.
Disinformation is also an issue in Korea, but there is a much bigger concern for the country. Foreign countries and their media outlets tend to be ignorant of, and often encounter misinformation about Korea's political system, history, culture, values and its other distinctive characteristics. Also, foreign media outlets occasionally scrap fake news from Korean sources and inadvertently post it on their websites. In view of this problem, it is imperative for the Korean government to establish an organization devoted to monitoring and curbing the spread of disinformation created with the aim of damaging Korea's image abroad and forge a coordinated response of government officials from many different agencies. Korea, as the only East
Asian signatory to the International Partnership on Information and Democracy launched at the 2019 UN General Assembly, has participated in the international community's efforts to develop a norm related to digital information and communication. The country should continue to
support and participate in multilateral initiatives and efforts aimed at fighting disinformation.
