North Korea’s Perception of the Recent Global Landscape: Implications for Future Nuclear Negotiations
    December 9, 2019
    HWANG Ildo
Assistant Professor, Dept. of National Security and Unification Studies
    I. Introduction
    When U.S.-North Korean nuclear talks
resumed in early 2018, North Korean
state media hailed the Kim Jong Un
    regime’s unprecedented, creative
    approach that transcends the conventional
conceptual framework and fault line running
    between s0-called “imperialism and
    anti-imperialism.”
However, since last summer, the unfolding
of a series of developments between Washington
and Pyongyang has driven the Kim regime to go
back to the previous logic built around the rivalry
between “imperialism and the anti-U.S. bloc.” This
reveals the North’s interpretation that U.S. foreign
policy based on unilateralism is ailing on multiple
    fronts.
II. Cases of the "Blocization against the U.S."
    1. The U.S.-Iran Conflict and Iran’s “Calibrated Provocations”
    2. Russia’s Efforts to Strengthen Military Cooperation with Neighboring States
    3. North Korea and China Sharing Views on Ensuring “Regime Security”
Ⅲ. Utilizing Strategic Competition among Major Powers or "New Cold War" Discourse
Ⅳ. Policy Implications: In Relation to Pros of Multilateral Nuclear Negotiations
