    As of 2017, North Korea completing its nuclear weapons program and securing nuclear deterrence has become an imminent scenario, escalating tensions on the Korean peninsula. Against this backdrop, the Moon Jae-in government has set ‘bringing peace to the Korean peninsula’ as top diplomatic and security policy priority, and the ‘establishment of the peace regime on the Korea peninsula’ was laid out as its major national agenda. This piece aims to examine scenarios of the North Korean nuclear problem and possible policy options in order to affirm the need to build a “nuclear-free”, peace regime on the Korean peninsula, and suggest a road map for peace regime-building on the Korean peninsula by delving into opportunities that would create a favorable footing for the government to achieve this goal.
    On a last note, countries participating in the six-party talks should give consent and support to the establishment of a peace regime on the Korean peninsula, since achieving this goal requires actions taken simultaneously on multiple fronts. In this regard, a joint research program involving experts from Korea, China and the United States can be proposed as a means of creating a road map for the peace regime on the peninsula. The research program will be part of the process to encourage the neighboring countries’ support towards the Moon administration’s vision for a peace regime.
