On 15 December 2017, the European Council decided that the first phase of Brexit negotiations made sufficient
progress on the matters on key issues of the UK’s withdrawal from the EU. Upon this decision, the Brexit negotiations were able to move on to the second phase. This is due to the dramatic agreement on major issues of the first phase negotiation reached between Jean-Claude Junker and Theresa May a week before, on December 8. Given the limited time for the entire Brexit negotiation, such development in December 2018 is certainly a welcome news. Nonetheless the struggle to reach an agreement on the issues of Phase 1 negotiation between the EU and the UK and the
internal conflicts and confusion on the side of the UK foretells that Phase 2 of the Brexit negotiations would be even more problematic than Phase 1.
