    I. Introduction
    1. Process of its Adoption
Recently, in the Democratic Republic of the
    Congo (DR Congo), President Joseph
Kabila is attempting to prolong his rule by
    deferring the presidential election
    scheduled in November 2016. Anti-government
forces including opposition parties and civic
organizations are resisting this attempt and calling
for Kabila to step down and hold a free and fair
    election.
By exacerbating civil war, this political
crisis can not only exercise a negative influence on
the international community's stability effort, but
also stimulate illicit transaction of mineral
resources. DR Congo's political turmoil can also
pose a threat to regional security. That is, the
political crisis in DR Congo can spread to
neighboring countries or political instability in
other countries can diffuse into the DR Congo.

political crisis in the DR Congo and proposes policy
    considerations.
