    2017 Governmental Screening of Japanese School Textbooks: Results and Recent Trends in Japanese Education

    I. Introduction
    On February 14, 2017, Japan's Ministry of
    Education, Culture, Sports and Science
    and Technology unveiled the new
    Curriculum Guidelines outlining the
    goals of elementary and secondary education in
    Japan. And on March 24, the results of a regular
    screening of textbooks for high school education
    use and civics textbooks for elementary schoolers -
    published for the first time in 58 years - were
    announced.
    Every four years, the Japanese government
    conducts screening of Japanese primary and
    secondary school textbooks, with its results
    announced in March. The results of the screening
    have flared disputes between Seoul and Tokyo in a
    routinized manner. Although the issue is expected
    to carry vast political weight in shaping the future of
    the two countries, its significance appears not to be
    fully appreciated.
    Delving into Japan's textbook changes
    provides a barometer by which we can diagnose
    how Japanese society has changed over the last
    decades. In addition, time does not heal cleavage in
    historical views. It requires efforts to be narrowed
    in nature. Considering the aforementioned, it
    seems that we are standing at a critical juncture to
    assess current controversies over Japanese school
    textbooks.
    This article evaluates the results of 2017
    screening of high school textbooks and revision of
    the curriculum guidelines. And the changing
    environment of Japanese society that triggered a
    series of changes in its education system will be
    addressed. With the abovementioned as a platform,
    the article will explore their policy implications that
    can be woven into the ROK's future public
    diplomacy thread.
