    Last January, North Korea conducted its fourth nuclear test, which it claims to have been a hydrogen bomb test.
    Since its first nuclear test in 2006, North Korea has regularly conducted nuclear tests almost every three years. It has not cared about its relationship with the United States, China, and South Korea, and has just developed nuclear weapons persistently. North Korea’s fourth nuclear test demonstrated that we have almost run out of time to block its nuclear missile units from being deployed.
    As can be seen from North Korea’s past records of frequent violations of international agreements, the
    opportunity to solve the North Korean nuclear problem could never come if sanctions are lifted again in exchange for nuclear freeze.
