    1. Introduction
    On January 6, 2016, North Korea
    conducted its fourth nuclear test and
    claimed that it has successfully
    carried out a hydrogen bomb test.
    South Korea and other related
    countries around the Korean
    peninsula, such as the United States, China, Russia, and
    Japan, along with the international community, have
    expressed clear and firm opposition to Pyongyang’s
    fourth nuclear test. While discussions to enhance
    sanctions against North Korea in response to the
    nuclear test were still ongoing at the UN Security
    Council, Pyongyang, as if to ignore such international
    moves, launched a satellite on February 7.
    The international community strongly
    condemned North Korea’s violation of UN Security
    Council resolutions and discussed the need for even
    tougher sanctions on North Korea. However, it
    remains to be seen whether this international current
    will be able to produce substantial and effective
    sanctions because China, which is the key to
    sanctioning North Korea, has been reluctant about the
    idea and Russia has maintained a similar stance.
