    As Turkey, a member of the 
    middle-power cooperative 
    mechanism dubbed “MIKTA,”
    took over the G20 presidency in 
    2015, there arose hopes of being 
    able to avert the international forum’s slip 
    into a long-term stagnation by bringing in a 
    new perspective to the path of its 
    development. However, the outbreak of 
    the Paris terror attacks just before the G20 
    summit created an environment in which 
    ‘terror response,’ a subject which had lied 
    outside the summit agenda previously to 
    the attacks, became the most pressing issue, 
    clouding the prospects for future 
    development of the forum.
    In addition, it could serve as a 
    foundational basis for minilateralism 
    among the three countries, which will 
    enable effective cooperation while 
    minimizing conflict between them in 
    anticipated contingency situations on the
