    President Lee Myung-bak, 
    on September 28-30, 
    2008, made the sixth 
    visit to Russia as a 
    Korean head of state. 
    During his summit talks in Moscow, 
    Lee and President Dmitri Medvedev 
    agreed to move their nations` bilateral 
    relationship to a “Strategic Cooperative 
    Partnership” and issued a 10-point joint 
    communiqué. During his visit to St. 
    Petersburg, officials of the two 
    countries agreed to start “Korea-Russia 
    Dialogue”(KRD or RKD) in 2010, the 
    year of the 20th anniversary of 
    diplomatic relations between the two 
    nations, with an aim to develop their 
    “Strategic Cooperative Partnership” in a 
    more stable manner. 
    The 1st Korea-Russia Dialogue 
    will be of great importance in that it 
    will set the direction of development of 
    the bilateral relations toward a 
    “strategic cooperative partnership” and 
    provide the foundation for substantial 
    cooperation in the future. Therefore, 
    the Korean Secretariat of the “Korea-Russia Dialogue” must perform the 
    following roles. First, it is required to 
    continue to play a leading role in 
    preparing for the “Korea-Russia 
    Dialogue”. Second, the Secretariat must 
    establish an institutional basis to ensure 
    continuation of the dialogue between 
    the two countries. Third, it must 
    identify ways to further publicize this 
    initiative to the nation. Fourth, a set of 
    projects that could be actually 
    implemented must be identified and 
    pursued accordingly. Fifth, efforts must 
    be made to co-exist in harmony with 
    the existing bilateral dialogue 
    mechanism. Sixth, efforts also have to 
    be made at the political, diplomatic, and 
    economic levels in order for “Korea-Russia Dialogue” to become 
    institutionalized as a dialogue 
    mechanism among private, public, and 
    business sectors as well as academia 
    without losing its initial momentum.
