    Taking into force on 1 
    December 2009, the 
    Treaty of Lisbon brought 
    various institutional 
    changes into the European 
    Union (EU, henceforth). Based on the 
    Treaty establishing a Constitution for 
    Europe, which was failed to be ratified 
    by the Netherlands and France in 2005, 
    the Lisbon Treaty aims to improve the 
    representation of the EU in the world, 
    increase effectiveness, transparency 
    and efficiency in the decision-making 
    process, and add more coherence and 
    continuity in the EU’s policies. The 
    year of 2010 is the first year for the 
    EU to proceed its work under the 
    treaty. Putting the treaty into practice 
    requires filling the gap between the text 
    of the treaty and the reality that the 
    Union currently faces. In this regard, 
    2010 will be a year of experiments for 
    the Lisbon Treaty.
    One thing is clear. The Lisbon 
    treaty presents challenges both for the 
    EU and its counterparts to work on the 
    complex structure of the EU based on 
    which the policies on the EU’s external 
    relations are going to be established. 
    The EU’s partners in the world should 
    take into consideration the new balance 
    of power between the empowered 
    European Parliament and other EU 
    institutions. Inter-parliamentary diplomacy 
    with the European Parliament can be 
    strengthened by the Korean National 
    Assembly. The focus also must be 
    placed on building stronger cooperation 
    with key actors, including the EEAS, the 
    new President of the European Council 
    and the new High Representative of 
    Foreign and Security Affairs. As the EU 
    is expected to embark on a rough 
    journey toward adjusting to the Lisbon 
    treaty, closer watch for its course of 
    adaption to new institutional reforms is 
    required for all of its counterparts.
