    Brazil’s Lula da Silva 
    government has been an 
    active player on the global 
    stage; at the same time, it 
    has made multifaceted 
    efforts to promote regional economic, 
    political, and security cooperation. Its 
    activities at the world level are 
    represented by the Group of Twenty 
    (G-20), the India-Brazil–South Africa 
    (IBSA) Dialogue Forum, and Brazil, 
    Russia, India, and China (BRICs) 
    diplomacy; Brazil’s regional diplomacy 
    is epitomized by Mercosur (Southern 
    Common Market) and Unasur (Union 
    of South American Nations). These 
    endeavors have not been very 
    successful, however, due to the 
    incongruence among Brazil’s intention, 
    ability, and domestic and international 
    situations. 
    Brazil’s aspirations to become a 
    great power, the necessity it attaches to 
    South-South cooperation and its excessive 
    fondness for regional integration are not 
    connected in one well-organized system 
    of ideas. Yet, the Lula government’s 
    foreign policy is unlikely to lead to a 
    radical change even in case of a regime 
    change. Irrespective of the regime, 
    Brazil has the “state diplomacy” 
    tradition, and the Brazilian Foreign 
    Ministry has continued its style. In the 
    next government’s time, a more 
    systematic, pragmatic foreign policy will 
    likely settle in, as interest groups 
    concerned with foreign policy intervene 
    positively and the government plays a 
    proactive role in arbitration and 
    coordination.
