Strategy of the “Grand Bargain” Initiative

The South Korean government
recently proposed the ‘Grand
Bargain’ initiative in order to
achieve a comprehensive and
fundamental resolution of the
North Korean nuclear problem. It
was made when the world was struck by North
Korea’s second nuclear test in May 2009 and its
recent announcement to permanently withdraw
from the Six-Party Talks. As President Lee Myung-bak presented in the Council on Foreign Relations
speech and the UN General Assembly keynote
speech during his visit to the United States in late
September, the initiative is a “package solution to
dismantle key elements of the North Korean
nuclear program and simultaneously to provide
North Korea with security guarantees and
international assistance.” The background and
implementation strategy of this initiative have now
become the focus of much government
consultations and academic discussions in the
region. 
In summary, we have paid dearly for the 20 year-long North Korea nuclear diplomacy and learned a
lesson that nuclear negotiations and agreements
alone do not guarantee the denuclearization of
North Korea. Success in the North Korean nuclear
diplomacy depends on effective strategies and
principles. The “Grand Bargain” initiative,
“dialogue with sanction” principle “5-party
consultation”, and development assistance
package from the “3,000” initiative are such new
strategies and principles to make possible a real
progress of denuclearization of North Korea
