The enlargement policy 
of the European Union 
(EU) is one of the 
organisation’s most 
effective policies on 
external relations. After 
the end of the Cold War, surrounded 
by politically unstable countries, the EU 
promoted their political and economic 
reforms by means of utilizing the 
aspirations of the neighboring 
countries to become a part of the EU. 
The Copenhagen Criteria, set up in 
2003, are the political, economic, and 
legal standards that countries must 
meet in order to be considered for EU 
membership. In following these criteria, 
the Central and Eastern European 
countries conducted painful reforms to 
become EU member states. The 
commonly shared desire to be a part of 
the developed side of Europe helped 
the governments of the membership-hopeful countries to persuade the 
public of the necessity for reforms. 
In conclusion, the future direction 
of the EU enlargement is an issue that 
will highly influence Europe’s 
international relations for the next 
decade. Therefore, in setting a long-term relationship with Europe in 
general, it is necessary for the Korean 
government to closely observe the EU’s 
enlargement policy.
