The Obama administration 
took office in the face of 
difficult internal and external 
circumstances and challenges, 
and it will likely continue to 
place a priority on domestic affairs—
namely economic recovery and social 
stability—for the foreseeable future. 
Consequently, the new US administration 
will continue to find itself in a domestic 
environment where it is unable to press 
forward with positive foreign policy with 
the exception of a few areas which call 
for immediate attention. 
Furthermore, it is necessary to chart a 
vision for identifying and broadening the 
pool of issues on which to cooperate 
and for building on the contents of 
cooperation, with the aim of advancing 
the Korea-US relationship to a “comprehensive 
cooperative relationship” that brings actual 
benefits to both countries across a broad 
spectrum of areas, beyond security. In 
addition, Seoul needs to incorporate 
these goals into a concrete vision for a 
future Korea-US alliance.
