    Abstract
    The convergence of multiple environmental factors such as the development of transportation and communications, the end of the Cold War, and globalization have recently led to a drastic increase in illegal migration. This illegal migration is both multi-faceted and holds many implications. The intervention of organized crime rings in illegal migration has risen, and the link between illegal migration and other transnational crimes is deepening. Trafficking of women and children, for instance, is now a prominent feature of illegal migration. 
    Thus, the international community is focusing on the prevention of organized crime through UN conventions and seeking cooperation to combat illegal migration. However, some conventions are still not in effect due to lukewarm participation by member states, and the corollary gap between disparate economic and judicial systems of each country has obstructed a practical cooperative mechanism for illegal migration control.
    The negative aspects of illegal migration are directly reflected in Korea, where problems deriving from illegally sojourning foreigners have reached a serious point. What we need is not a simple, spontaneous response but a comprehensive and flexible response with a long-term perspective. In this light, the industrial training system, which is showing negative-effects, must undergo a through review; measures must be drawn up to prevent the violation of illegally sojourning foreigners’ basic human rights; and an effective foreign employment system that considers both the realities of the domestic labor market and Korean compatriots from China must be sought.
