    North Korea rejects international human rights norms and upholds a so-called “independent” human rights concept. This serves as a departure point for Pyongyang’s logic that the international community’s taking issue with or criticizing North Korean human rights is an interference in domestic affairs or violation of sovereignty. 
    The reality is, each organization’s unique characteristics and inherent limits, as well as international society’s political dynamics do not render it easy for the United Nations–centered international system to devote itself to the improvement of the North Korean human rights situation. Hence, non-governmental organizations (NGOs) are expected to play a leading role in raising and building a consensus on the North Korean human rights issue in the international community.
