A B S T R A C T 

A
n ROK-US free trade agreement (FTA) would be of great import, equally economically and politically: It would not only contribute to the fundamental betterment of the ROK-US commercial ties, the two countries' joint tackling of the global trend of regionalism, and the advancement of Korea's industrial structure, it would consolidate overall ROK-US relations. On the economic front, while an ROK-US FTA would enhance the welfare levels of both countries, it is estimated that Korea would have relatively greater benefits to reap from such an FTA. What is more, it is projected that the higher the level of tariffs abolition and the more encompassing the scope to which it is applied―to include the agricultural sector―the greater the gains will be for Seoul. From the political and security angles, too, an ROK-US FTA would not only strengthen ROK-US relations but would also likely contribute to diversifying Korea's policy on the Korean peninsula and in Northeast Asia.
Despite these anticipated positive results, both internal and external factors have kept Korea and the United States from pursuing a bilateral FTA as a priority task. The two countries should thus make more active efforts to set the stage for full-fledged FTA discussions. The Seoul government, for its part, should first rejuvenate civilian-level discussions between the two countries and seek a streamlining of domestic institutions. It should, at the same time, draw up a comprehensive blueprint in conjunction with an ROK-US FTA, domestically for pursuing an agricultural restructuring policy and externally for stepping up regional cooperation in East Asia.
