U.S.-North Korea Relations: Recent Development and Predicament

Introduction
The post-Cold War mood of reconciliation and cooperation has prevailed in many parts 
of the world while the Cold War confrontations still remain on the Korean peninsula 
mainly because of North Korea's nuclear ambition. Ever since the Republic of Korea 
(South Korea) established its diplomatic relations with the former Soviet Union and 
China in 1990 and 1992 respectively, it is expected that the U.S.-North Korea relations 
are also about to change. However, this expectation seems difficult to be realized soon 
since the future directions of United States-North Korea negotiations in dealing with 
the North Korean nuclear issue is very uncertain at this time. This paper intends to 
discuss the evolution of the U.S.-North Korea relations in the past, and concentrate on 
their recent developments, particularly focusing on their recent nuclear negotiations 
since June 1993. The major question to be addressed here is what are the factors which 
impede their direct nuclear negotiations as well as the improvement of their relations.
