    At their Summit meeting held
    on November 19-20, 2010 
    in Lisbon, NATO leaders 
    adopted a New Strategic 
    Concept, which identifies the central 
    features of the new security environment
    as well as providing guidelines for the 
    further adaptation of its military forces. 
    During the Cold War period, NATO 
    issued a total of 6 strategic concepts,
    followed by another two during the 
    immediate post-Cold War period. The 
    objective of adopting a New Strategic 
    Concept was to set a wider framework 
    for NATO’s future actions and also 
    establish corresponding strategic principles
    so that NATO will be better equipped to
    respond to a changing security environment
    and deal with new security issues that are
    likely to emerge in the future.
    A number of new security issues that
    have been emphasized in the New 
    Strategic Concept include those threats that
    are no longer constrained by geographical
    distances. The current situation on the 
    Korean Peninsula has shifted the focus 
    of the Korean government to conventional
    security issues, which gives the greatest 
    weight to the territorial defense of its 
    nation. However, the Korean government
    should also pay considerable attention to
    those unconventional security threats since
    they could exert influence on the security
    of the nation. Considering Korea’s trade
    volume, current level of information 
    technology as well as personal exchanges,
    the country is also exposed to the risks 
    of piracy, cyber-attacks, and terrorism. 
    In this context, the Korean government 
    should devote greater attention to Korea’s
    unconventional security challenges and 
    continue to seek for ways to respond to 
    those challenges by extracting lessons 
    from the activities of NATO that have 
    been responding to the 21st century’s new 
    security challenges.
