The Copenhagen Accord sets a 
deadline of 31 January 2010 for 
countries to submit their 
emission reduction targets to 
the United Nations Framework 
Convention on Climate Change 
(UNFCCC) Secretariat. As of beginning of 
February, 2010, the number of countries 
which have already submitted their 
emissions reduction targets or have 
conveyed their support for the Accord 
amounts to 87 countries, accounting for 
45% of 193 parties to the UNFCCC. 
Today this number is reported to be risen 
to well above 100.
Future negotiations are expected to 
face a rocky road for two reasons. There is 
a still significant number of countries that 
have strongly rejected the Copenhagen 
Accord. And also the majority of major 
developing countries that have given their 
support to the Accord currently hold 
different positions from that of the U.S. 
with regard to the ways to materialize the 
Copenhagen Accord. If the future climate 
change negotiations proceed based on the 
Copenhagen Accord as the U.S. have 
argued, the U.S. is expected to face strong 
oppositions from developing countries as 
they are not in a position to accept the 
structural changes in the extant negotiation 
framework of the UNFCCC.
