On November 30, 2009, the North 
Korean government implemented a 
drastic currency reform, exchanging 
old against new won. This revaluation 
is the fifth since its government was 
founded. The drastic currency 
reform, which came as a shock to most North Koreans, 
reportedly sparked fury and panic in the country. The 
progressive reports on North Korean domestic situation 
clearly reveal the strong presence of political factor 
behind the currency reform measures. North Korea’s 
political economy, operating behind the scenes of the 
currency reform process, offers numerous implications 
for the future analysis of North Korea’s foreign policy.
