A massive 7.0-magnitude earthquake 
has struck the Caribbean nation of 
Haiti on 12 January 2010, wrecking 
the presidential palace in the capital 
Port-au-Prince, and the severely 
devastated infrastructure included 
the major buildings, ports, airports, and hospitals. 
Considering the monumental scale of the Haiti disaster 
— perhaps 350,000 dead, 250,000 injured, and 1,500,000 
quake victims left homeless — and its staggering scope, 
it can be well regarded as the worst natural disaster of 
recent years. The Haitian government is paralysed and 
the country is close to anarchy, being unable to carry out 
the effective distribution of emergency relief coming 
from all over the world, and the resulting sense of 
frustration at the slow pace of relief is rising among 
victims, leading to increased instances of violence. 
Considering that close to 4,000 criminals are now on the 
lose after the main jail was hit by the earthquake, the 
Haitian case well illustrates the necessity for the 
international community as a whole to actively engage in 
the process of a post-disaster stabilisation and 
reconstruction and provide necessary assistance, going 
beyond the level of resolving immediate problems 
associated with a disaster itself.
