The 15th Conference of the Parties 
(COP15) of the United Nations 
Framework Convention on Climate 
Change (UNFCCC) was held in 
Copenhagen in December 2009 with 
the goal of creating a “Post-2012” 
climate regime for reducing 
greenhouse gas during 2008–2012, the first emission 
reduction period stipulated by the Kyoto Protocol. 
Owing to sharp differences of opinion between 
advanced and developing countries, the meeting failed to 
produce a legally binding agreement on key points of 
contention, for example setting a goal for slashing 
greenhouse gas emissions. Instead, the conference 
closed with the adoption of the “Copenhagen Accord,” 
an agreement that is strongly political in nature. As the 
participating countries failed to hammer out a binding 
agreement on greenhouse gas emission reductions, the 
climate change negotiations have in effect been extended 
by one more year. Future climate change negotiations 
will likely continue at the COP16 scheduled to be held in 
Mexico City at the end of 2010 with the goal of forging 
an agreement.
