    East Asian countries' arms
    buildups, particularly
    naval, have been
    noticeably on the rise in
    recent years, emerging as a
    key global security issue of interest.
    East Asian countries are building up
    their naval vessels and weapons systems
    unprecedentedly, both qualitatively and
    quantitatively. This has become a
    common trend across the region, from
    China and Japan to Southeast Asia,
    India, and Australia.
    While Korea cannot in like
    manner join the club of countries
    engaging in naval buildups, it should
    maintain an appropriate level of naval

    force that is capable of responding to
    changes in the maritime security
    environment, considering its
    geopolitical feature of being surrounded
    by water on three sides. In addition,
    Korea needs to approach maritime
    issues as matters of comprehensive
    security, where traditional and
    nontraditional security is intertwined.
