Since the end of Cold War, the European Union (EU, henceforth) has played an important role as a civilian power in the world politics. Such influence of the EU was based on its economic power. Compared to such economic significance, however, the role of the EU on security issues has been limited partly due to its lack of military instruments. As the United States became reluctant to intervene in the security matters in Europe and the gap between the US security interests and the European ones widened, the EU member states found a growing necessity to equip the EU with its own effective military tools in the late 1990s.
Having military instruments at its
disposal, the EU became a more active
player in the global security. With shared
interests in crisis management and
peacekeeping missions, there is much
room for the Republic of Korea and the
EU to cooperate for global security.
Therefore, the revision of next Korea-
EU cooperation framework this year
should include more comprehensive
consideration on the security matters.
