Changes in Global Security Environment and
Power Dynamics
New Security Environment Following Regime Transitions in
Major Countries
Since the latter half of 2007 and over the course of 2008,
the world’s key major powers, such as France, Japan,
Australia, Russia, and the United States, have already
experienced or are expected to undergo regime transitions or
government changes domestically. Consequently, this year’s
international situation is likely to be underscored by a new
security environment deriving from changes in the major
powers’ foreign policies. In fact, in the ROK, a new
government made up of conservative camps will be
inaugurated in February 2008. France elected a right-wing government headed by President Nicolas Sarkozy in May 2007. In Japan, the
Fukuda Cabinet won power in September 2007; in Australia, Kevin Rudd, leader
the Australian Labor Party, took power as the prime minister in December 2007.
The presidential elections in Russia and the United States in March and November
2008, respectively, will possibly result in a government change or a regime
transition. Inasmuch as these domestic political changes in the world’s key major
powers could herald fundamental changes in their foreign policies, the world is
likely to experience a security environment which is different from that of
previous years.∗
