    he Japanese Self-Defense Forces (SDF)―born in 1950 to maintain public order in the face of the Korean war―has developed into a regular army that now commands 240 thousand troops and state-of-the-art weaponry despite Article 9 of the Japanese Constitution, which forbids Japan's possession of military forces or the use of force. Japan has dispatched the SDF to Cambodia and East Timor in the name of participation in UN Peacekeeping Operations (PKO). What proved to be a watershed for the SDF, however, was Japan's participation in the war against terrorism in Afghanistan, for Japan's independent dispatch of the SDF to the vicinity of the battleground expanded the SDF's scope of activity to the entire world save the Atlantic Ocean.
    Japan's expanded security role is in line with US demands and needs, and thus Korea should accept Japan's arms buildup and the SDF's overseas dispatch as a reality. However, Korea needs to strengthen ROK-US strategic security dialogue so that Japan's reinforced military capabilities can be managed within the framework of the US-Japan alliance.
    As part of its long-term efforts to lay the framework for multilateral security dialogue in Northeast Asia, the Seoul government should seek ways to combine the current bilateral government-level ROK-Japan, ROK-China, and Japan-China security dialogues into one multilateral security dialogue system.
