Abstract
   North and South Korea’s acute confrontation across the armistice line finds its corollary in the question of why we must carry out disarmament, whose germaneness simply cannot be emphasized enough. As long as military confrontation and arms races persist between North and South Korea, peace on the Korean peninsula cannot but be marked by fragility. Disarmament, therefore, will serve as a means to securing military stability--a sine qua non for the establishment of a peace system--which in turn will pave the road for reunification.
Expansion of economic cooperation and exchanges between the two Koreas following the first summit talks have resulted in a number of positive factors for realizing disarmament on the Korean peninsula. Considering that most restraining factors to disarmament stem from North Korea, it is imperative that South Korea maintains its engagement policy while it continues to pursue projects for military capability development and induces the North to recognize the necessity of disarmament. Moreover, it would be desirable for North and South Korea to indirectly build the foundation for disarmament by first following measures that are currently taken at the regional and/or international level. Finally, we must expect to shoulder astronomical costs once full-fledged disarmament is launched between North and South Korea and recognize, from a more far-sighted perspective, the importance of financial issues that will arise as this process progresses.
