Abstract
Based on the existing initiatives such as the East Asia Vision Group (EAVG) and the East Asia Study Group (EASG), Korea must seek various ways to retain a central role in laying the institutional framework for East Asian regional cooperation, which is becoming more concretized. In particular, Korea must pool its diplomatic efforts for putting into action the proposals it made at the Fifth ASEAN+3 Summit Meeting held in Brunei in November 2001—the transition of ASEAN+3 summit meetings into an East Asian Summit system, creation of an East Asia Free Trade Area (EAFTA), and launching of an East Asia Forum (EAF).
   In order for ASEAN+3 to be perceived as an open regional cooperation entity by the outside, the distinction between ASEAN+3 and the East Asia Economic Caucus (EAEC), which used to give off an image as an exclusive organization, must continue to be stressed. In other words, countries outside the region must be made to understand that regional cooperation, such as promoting an East Asia Monetary Fund or an East Asian Community, does not run counter to the existing global multilateral systems but that it rather complements them.
