    Abstract
    North Korean National Defense Commission Chairman Kim Jong-il visited the major cities of the Russian Far East from August 20–24 2002 and held a summit with President Putin. The key summit agenda included key international issues, including Russia-US relations and Iraq; issues pertaining to Korean peninsular stability and peace, such as North Korea’s reopening of dialogue with Tokyo and Washington; the promotion of Pyongyang-Moscow goodwill and friendly relations and economic cooperation; North Korea’s economic reform; and the linking of the Trans-Siberian Railway (TSR) with the Trans-Korean Railway (TKR).
    North Korea has no choice but to promote improved relations with South Korea as well as the United States and Japan in order to surmount its economic crisis and escape international isolation. Moreover, in order to spread out the burden of the pressure it has come under the Bush administration, Pyongyang desperately needs political and diplomatic support from Russia, Washington’s negotiating partner on international issues. 
    There is a possibility that Russia and North Korea will continue to carry out limited cooperation in the military and security realms. Their cooperation in the economic and science and technology sectors is also likely to gain resilience—and this starting with the Far Eastern region. 
    The ROK government should make an effort to prevent Russia–North Korea cooperation from causing Russia’s Korean peninsula policy to tilt in favor of North Korea. At the same time, however, it should support the promotion of Pyongyang-Moscow relations by actively participating in their economic cooperation projects, bearing in mind the positive effects like expediting North Korea’s reform and opening up, expanding confidence building on the Korean peninsula, and grooming South Korea as the hub of physical distribution in East Asia.
