    he concept of weapons of mass destruction (WMD) is expanding: not only have these weapons proliferated to every corner of the world in recent years, they now include new derivative weapons that transcend the traditional scope of nuclear, biological, and chemical weapons. Biological weapons, in particular, are rapidly increasing in type and swiftly proliferating to new turf due to the advancement of modern-day genetic engineering. It is now a trend for ballistic missiles, which can deliver and launch WMD, to be counted as part of WMD. Moreover, the more certain the so-called rogue states are of their WMD possession or the more WMD they procure, the more they are inclined to step up their development and proliferation of missiles.
    The threat of WMD to international society redoubles precisely because of their possible use by terrorist organizations, and we must not overlook the fact that the worldwide nonproliferation system is on the verge of collapse due to increasing violations of WMD-control conventions. In short, the proliferation of WMD is considered the most serious challenge to international peace and the global security order today. To curb the proliferation of WMD, the international community must bolster nonproliferation norms, enhance WMD response and follow-on management capacities, and strengthen international cooperation. Korea should formulate WMD policy that reflects the international trend, such as the expanded concept of WMD, and actively enlighten the public on the seriousness of WMD.
