    The purpose of this paper is to critically review the existing confidence building 
    measures pursued on the Korean peninsula and suggest an alternative logical 
    framework upon which future confidence building measures should be based. This paper 
    will tentatively suggest a few alternative longer-term measures that should precede the 
    application of existing CBMs so that they can be much more feasible and acceptable to 
    both South and North Korea. This paper will show that any confidence building 
    measures built on the fundamental flaws of realist assumptions about the security 
    dilemma on the Korean peninsula are paradoxically idealistic wishful thinking. Instead, a 
    constructivist thinking of international relations will draw a more realistic picture of the 
    security logic on the Korean peninsula suggesting an alternative voice in the Korean 
    security community. 
    The first section of this paper summarizes existing CBMs on the Korean peninsula 
    pursued within both bilateral and multilateral contexts. The second section reviews 
    some fundamental flaws inherent in the assumptions behind the existing CBMs, mainly 
    the problems related to the assumptions of security dilemma on the Korean peninsula. 
    This section is a theoretical exploration of the uniqueness of the Korean peninsula 
    arguing that CBMs built on the generic logic of security dilemma will not be suitable to 
    the Korean situation unless the basic inter-Korean relationship is inter-subjectively 
    redefined by the two Koreas in the first place. The third section presents an alternative 
    approach towards CBMs on the Korean peninsula focusing more on contextual, domestic, 
    and institutional factors that have been quite neglected so far by security specialists.
