  • 1. Eremenko 주한 소련 영사처장이 1990.8.17. 부임함.
 • 동인은 8.21. 손훈 의전관 면담에 이어 10.11. 박건우 의전장을 면담하여 소련 국경일 리셉션 개최, 영사처장 관저 문제 등에 관한 의견교환을 함.

2. 소련 정부는 주한 소련 영사처를 통해 1990.11.13.자 공한으로 Oleg Mikhailovich Sokolov 주필리핀 소련대사를 초대 주한 소련대사로 임명하기 위한 한국 정부의 아그레망을 요청함.

3. 한국 정부는 1990.11.22. Sokolov 주한 소련대사에 대한 아그레망을 부여함.

4. 고르바초프 소련 대통령은 1990.12.4. Sokolov 대사에게 신임장을 수여함. 

5. Sokolov 대사는 1990.12.7. 부임하여 외무부장관에게 신임장 사본을 제출함.
 • 12.11. 노태우 대통령에게 신임장 제정 

6. 소련 정부는 1990.12.7.자 공한으로 주한 소련대사관 개설 예정임을 외무부에 통보함.
